The in-demand midfielder is set to undergo a medical at White Hart Lane with the transfer expected to be finalised on Wednesday.
The Belgium international was left out of Fulham s 1-0 League Cup defeat against Sheffield Wednesday on Tuesday, with a statement released afterwards on the club s website.
The statement read: Martin Jol confirmed post-match that the club has accepted a bid for Mousa Dembele from Tottenham Hotspur.
The player is currently undergoing a medical.

Both clubs confirmed completion of the deal on Friday, with the 31-year-old joining Rafael Benitez in the Championship.
